Scope of Work

1. Purpose and responsibilities
Provide independent Third Party Validation for the Non-Solar Works of the 100 MWp Distributed Photovoltaic Solar Power Plants Project in Gilgit-Baltistan. PPIB will procure the consultancy, while W&PD GB is the Executing Agency for the Non-Solar Works. Cover transmission/distribution lines, fiber optic networks, substation enhancements, project-wide Control & Communication (C&C)/SCADA/EMS systems and approach roads.
Verify that procurement, designs, materials, installation, testing, commissioning, contractual milestones and payment claims comply with the applicable contracts, approved designs, specifications and requirements. Give objective, evidence-based findings to PPIB and W&PD GB. Remain independent of contractors, suppliers, manufacturers, NESPAK and other implementing parties. Do not prepare detailed designs, provide construction supervision, approve drawings/materials, administer contracts, certify contractual payments or replace the Employer's acceptance authority.
Coordinate project-wide C&C interfaces with the Solar Works TPV Consultant. Verify integrated monitoring, control and communication interfaces with hydropower plants, substations and Solar PV/BESS facilities. Verification of solar plant-level equipment remains within the Solar Works TPV assignment.
2. Assignment period and completion boundary
Align deployment with the Data Sheet and procurement/construction schedules. The stated completion baseline is 31 December 2028. Services for each component shall cover its applicable contractual completion, commissioning, energization, taking-over or COD milestone. Complete integrated C&C verification, consolidated final reports and digital handover within the approved engagement period.
Where contractual milestones are delayed, the competent authority may approve an extension of up to six months under the contractual arrangements to be specified in the RFP. The extension shall only cover the revised contractual milestones. Post-COD O&M and operational-phase services are excluded. References to trial operation, performance and operational readiness concern the required verification and acceptance activities within the assignment.
3. Procurement and RFP review
Review the RFP/tender documents for every non-solar package before issue, where pending. Include transmission/distribution and fiber optic packages, substation works, project-wide C&C and approach roads. Review technical requirements, the procurement process, bid evaluations and supporting records under the procurement rules applicable to the relevant agency and procurement stage/date, including the applicable Pakistan and Gilgit-Baltistan requirements.
Where procurement has already commenced, review the available records retrospectively and disclose limitations. Submit procurement verification findings for each package within 20 calendar days of receiving a complete dossier. Plan prospective reviews before the relevant issuance or decision.
4. Designs and technical documents
Review bid evaluation reports, EPC contracts, approved designs/drawings, shop drawings, material submissions, specifications, inspection/test plans, FAT/SAT records, commissioning procedures/results, as-built drawings, O&M manuals and warranties. Report discrepancies, omissions and deficiencies to the Employer.
Review complete routine technical submissions received through NESPAK normally within three working days, before final Employer/Client approval. Agree the period for complex submissions before the relevant approval. Maintain a Project Compliance Matrix linking contract requirements, approved designs/materials, specifications and standards to the verification method, installed facilities, evidence, results and outstanding actions. Maintain a separate Testing and Commissioning Compliance Matrix for required tests and their status.
5. Milestones and payment claims
Review 100% of procurement records, applicable EPC milestones, payment claims and mandatory completion documentation. Independently verify each milestone and associated claim against measurements, quantities, quality, inspection records, tests and approved variations. Review variations, additional costs, extensions of time and other contractual claims before approval and payment. Report findings to PPIB and W&PD GB. Contract administration, approval, payment certification and disbursement remain with the authorized Employer/Engineer and competent authorities.
6. Verification methodology and coverage
Prepare a methodology for PPIB approval in consultation with W&PD GB and NESPAK. Define checks, acceptance criteria, inspection/test evidence, field resources, risks, reporting and traceability. Support findings with checklists, measurements, test records and geo-tagged photographs.
Cover all non-solar components and undertake verification throughout the complete line and fiber routes. For repetitive construction and installation works, undertake detailed verification of at least 20% of distinct repetitive assets or work locations in each relevant package under the approved risk-based method. Expand verification where defects or risks warrant. The detailed sample does not limit 100% records/milestone review or verification of all critical safety, protection, SCADA interface and contractual acceptance tests, with appropriate witnessing.
Verify all substations and all SCADA control-room sites and associated C&C installations, applying the approved method to repetitive works. Plan inspections of concealed foundations and other concealed works at hold points before covering wherever practicable. Otherwise assess contemporaneous inspection, test and photographic records and escalate verification where evidence is insufficient. Keep a complete audit trail from the requirement to the inspection, finding, corrective action and recommendation.
7. Transmission and distribution lines
Verify line routes and associated facilities against approved designs, material submissions, specifications, applicable standards, grid and contractual requirements. Check tower/pole foundations, concrete quality, backfilling, compaction, drainage and protection works. Assess dimensions, workmanship and structural integrity.
