Appointing Authority for Arbitrator:
By the Mutual Consent or in accordance with the provisions of Arbitration Act, 1940, in case the parties fail to reach a consensus on the name of sole arbitrator, any party may submit an application to the Chief Justice Islamabad High Court for appointment of sole arbitrator. The Chief Justice IHC may appoint a former judge of any High Court or Supreme Court as the sole arbitrator to resolve the dispute between the parties.
Rules of procedure for arbitration proceedings:Â
Any dispute between the Authority and a Bidder who is a national of the Islamic Republic of Pakistan arising in connection with the present Contract shall be referred to adjudication or arbitration in accordance with the laws of the Islamic Republic of Pakistan including Arbitration Act 1940, however above provision shall prevail in referring the case to the Arbitrator.

Technical proposals shall be evaluated on a total of 100 marks based on predefined criteria. Qualification carries 20 marks for a Bachelor’s degree in Civil Engineering. General experience carries 30 marks, with maximum marks awarded for 4 or more years, reduced marks for 2–3 years, and minimum marks for 1 year. Valid PEC registration carries 10 marks. Relevant experience in BOQs, estimation, tendering, and supervision carries 40 marks. Bidders must obtain the minimum qualifying score as specified to proceed to financial evaluation.
Terms of Reference for hiring an individual engineering consultant to undertake assessment, design, cost estimation, BOQ preparation, tender documentation, construction supervision, and contract administration for repair, renovation, and upgradation works at Collectorate of Customs (Enforcement), Gadani. The assignment includes site inspection, preparation of technical documents, support in procurement, supervision of works, measurement verification, bill certification, and final completion reporting. Deliverables are time-bound, with overall duration of 6 months extendable by 3 months. Consultant must possess relevant civil engineering qualification, PEC registration (where applicable), and 3–5 years of experience.
