1.3 The selected bidder will deploy one (01) technically sound staff on shifts basis for performing monitoring of Security and surveillance system through cameras installed in the building and fixing/repairing in case of any technical problem.
1.4 The selected bidder will also deploy one (01) Engineer to supervise the performance of staff deployed by the selected bidder. The Engineer will be bound to visit the Emigration Tower on weekly basis for checking the system and report to the concerned officer of the Bureau highlighting the issues, their performance, response to the problem, response to the complaint and steps for bringing improvement and up-gradation of the system.
1.5 The deployed staff will be bound to perform duties as per following duty timings.

One (01) experienced Pakistan Engineering council Registered Electrical/Software/Computer /Telecom Engineer will be bound to visit Emigration Tower once in a week during office hours for checking thoroughly the working of whole surveillance system and report to Deputy Director (Tower) in black and white on company letter head after inspection of surveillance system |
1.6 Selected bidder must ensure that the technical staff will be skillful and experienced regarding “monitoring and fixing/repairing of security and surveillance system”.
1.7 The selected bidder must ensure the monitoring and functioning of all the security and surveillance system installed at the Emigration Tower round the clock.
1.8 The selected bidder must ensure to handle the complaints made by this office round the clock and respond within office timings.
1.9 Considering the technical nature of CMR Security & Surveillance system installed at Emigration Tower or for upgradation of installed system, repair work may be given to outsourced firm at prevailing market rates which will be answerable later. The quoted rates shall be verified by the management (Tower Section) of Emigration Tower from open market before award of work.
2 MONTHLY REPORT
2.1 The selected bidder shall submit monthly report of work done in respect of the work performed. The report shall be based on the works recorded in the maintenance register and shall be countersigned by the BE & OE’s representative. The report shall include a section describing the condition of surveillance system with suggestions for any improvement.
2.2 The selected bidder shall maintain daily attendance register at the site which will be countersigned by the BE & OE’s representative.
2.3 The BE & OE reserves the right to make deductions on pro-rata basis, of which the BE & OE shall be the sole judge, if the attendance of selected bidder’s staff is irregular.
2.4 In case of selection, the selected bidder must ensure good behavior of his staff by following the instructions of the BE & OE’s representative.
2.5 For the purpose of identification and security, all workers of the selected bidder, who may be, from time to time, detailed to work within the premises of the Emigration Tower in connection with the rendering of the services, shall be issued with proper identity cards by the selected bidder at its own cost. The specimen of the card shall be approved by the BE & OE’s representative.
3 TOOLS AND EQUIPMENT
The selected bidder shall provide all the required tools and equipment including a ladder for reaching at required height for maintenance. The selected bidder shall take care of their belongings, store, and secure them at a given place.

Liquidated Damages

Following is the guidance for Dispute Resolution
Notwithstanding any reference to the arbitration herein, the parties shall continue to perform their respective obligations under the Contract unless they otherwise agree that the Authority shall pay the Bidder any monies due to the Bidder.
Arbitrator’s fee:
The fee shall be specified in Pak Rupees, as determined by the Arbitrator, which shall be shared equally by both parties.
Appointing Authority for Arbitrator:
By the Mutual Consent or in accordance with the provisions of Arbitration Act, 1940, in case the parties fail to reach a consensus on the name of sole arbitrator, any party may submit an application to the Chief Justice Islamabad High Court for appointment of sole arbitrator. The Chief Justice IHC may appoint a former judge of any High Court or Supreme Court as the sole arbitrator to resolve the dispute between the parties.
Rules of procedure for arbitration proceedings:
Any dispute between the Authority and a Bidder who is a national of the Islamic Republic of Pakistan arising in connection with the present Contract shall be referred to adjudication or arbitration in accordance with the laws of the Islamic Republic of Pakistan including Arbitration Act 1940, however above provision shall prevail in referring the case to the Arbitrator.
Place of Arbitration and Award:
The arbitration shall be conducted in English language and place of arbitration shall be at Islamabad. The award of the arbitrator shall be final and shall be binding on the parties.
