The Pakistan Civil Aviation Authority (PCAA), established under the repealed Pakistan Civil Aviation Authority Ordinance, 1982, continues to function as an autonomous statutory body under the Pakistan Civil Aviation Act, 2023, under the administrative control of the Ministry of Defence, Government of Pakistan. The Authority is responsible for the control, regulation and oversight of civil aviation activities in Pakistan.
Digital transformation has become a strategic requirement for modern civil aviation regulators. Globally, regulatory authorities are moving from fragmented applications and manual processes towards integrated Enterprise Resource Planning (ERP) platforms that standardize business processes, strengthen governance and internal controls, improve operational efficiency, enhance management visibility and support data-driven decision-making.
In this context, modernization and expansion of PCAA's ERP environment is required to align its information systems with its evolving statutory responsibilities, operational requirements, organizational structure and future business needs.
