Scope of Work

2. Scope of Work

For each beneficiary in a lot, the successful bidder will supply, deliver, activate and support one MiFi device with a SIM and a 12-month data package, as a single package with single-point responsibility.

2.1 Lots and Bill of Quantities

The requirement is split into 35 lots covering Punjab, Khyber Pakhtunkhwa, Balochistan, Sindh and ICT:

  • In Punjab, KP and Sindh, each lot follows the jurisdiction of one examination board (BISE), since Chromebooks are allocated and distributed board-wise.
  • In Balochistan, which has one board, each lot is a division.

AJK and Gilgit-Baltistan are not part of this tender and will be procured separately. Bidders may bid for one lot, several lots or all of them, and each lot is evaluated and awarded on its own.

Bill of Quantities. For each lot it bids, the bidder quotes two unit rates:

  • Item A: MiFi device with SIM, including packing, delivery, biometric verification, activation and the 12-month warranty.
  • Item B: 30 GB/month data for 12 months, including support and reporting.

Rates are in Pak Rupees, inclusive of all taxes. The priced BOQ is submitted in the format at Annex-A, on the Excel template provided.

  • No voice or SMS bundle is required. Free SMS/alerts must inform the guardian/User at 80% and 100% of monthly usage.
  • Access to educational and government sites must not be blocked, subject to PTA rules.
  • No charges may be passed on to the student or the guardian at any stage.

2.4 SIM issuance and activation

  • SIMs are issued in the name of the student's father or guardian, after mandatory biometric verification (BVS), as required by PTA.
  • The SIM is activated within 24 hours of biometric verification. The 12-month service period starts on activation.
  • Each SIM is tagged as "PM Youth Chromebook Scheme" in the bidder's systems and cannot be used in any other device type, as far as technically possible.

2.5 Delivery and distribution

  • Delivery is to the distribution points named by the Procuring Agency in each district of the lot (school, examination board office, or a distribution event or madrassa), in line with the Chromebook distribution schedule.
  • Biometric verification and SIM issuance are done on site at the distribution point, by the bidder's own staff and BVS devices.
  • At handover, the bidder records, for each beneficiary: beneficiary B-Form/CNIC, guardian CNIC, mobile number (MSISDN), SIM serial (ICCID), device IMEI, device MAC address, Chromebook serial and date of handover. The record is signed or thumb-impressed by the guardian.

2.6 Customer support and complaints

  • A dedicated toll-free 24/7 helpline and WhatsApp line for scheme beneficiaries, in Urdu and English.
  • Replacement of faulty devices through the bidder's franchises or service centers in every district of the lot, or by courier.
  • Complaints that come through the Scheme's Grievance Redressal Mechanism are acknowledged and resolved within the SLA timelines in Section 4, and connectivity complaints under Section 2.7.

2.7 Connectivity Complaints, Escalation and Switch-over

A connectivity complaint must be fixed by the winning operator within 30 days. If it is not, the student is moved to another operator by day 45, at the cost of the operator that failed. Complaints about faults other than coverage (billing, data not credited, device faults) follow the SLAs in Section 4.

Where a complaint can be lodged. Any of the following: the operator's scheme helpline or WhatsApp line; the Scheme's Grievance Redressal Committee at the examination board; or the MoFEPT complaint portal or dashboard. Every complaint gets one ticket number, sent by SMS to the guardian within 1 hour, and is visible to MoFEPT and the Third-Party Validation (TPV) firm on the dashboard.

By day 7

5. Network fix

If signal is below -70 dBm (urban) or -90 dBm (rural): fix by network optimisation, new or upgraded site, signal booster or external antenna

Operator

By day 21

6. Verification

TPV re-tests signal and speed at the student's home and confirms whether the problem is solved

TPV / MoFEPT/ IBCC

By day 30

7. Coverage failure declared

If not solved, IBCC Lot Monitoring Committee declares a coverage failure for that beneficiary and issues a switch-over order

MoFEPT/ IBCC

By day 30

8. Switch-over

Student given a new device and SIM from the alternate operator, with service for the remaining months

Alternate operator

By day 45

Who the alternate operator is. At award, each lot gets a standby operator: the second-ranked qualified bidder for that lot (next highest combined score under Section 5.7) or, if there is none, the winner/secondary of an adjoining lot other than already tested telco (with consent and lowest bidder). The standby operator agrees in its bid to serve switched students at the rate of the original winner of the lot (over and extra payment will be deducted from the original bidder and will be paid to the switch over bidder).

Cost of switch-over to the failed operator. For each switched beneficiary, the failed operator:

  • refunds the full device price and the unused data payment, pro rata from the date of complaint;
  • receives no further data payment for that SIM; and

The Procuring Agency recovers these amounts from the operator's next invoice or from its performance security. It pays the alternate operator from the same amount.

Area-wide failure. If, in any month, coverage failures reach 10% or more of the beneficiaries lot, the failure is treated as area-wide. In that case:

  • the operator submits a corrective action plan within 7 days;
  • MoFEPT/IBCC may switch all beneficiaries of that tehsil to the alternate operator, without waiting for individual complaints; and
  • the matter is reported to PTA and will be treated as per rules and regulations.

Student protection. A student is never left without service during the process. If a complaint is still open after 7 days, the operator gives the student temporary support at no cost, such as extra data on any working band or access at a nearby school or service point, until the problem is fixed or the student is switched.

Student Mobility.

  • When it applies: the guardian reports the move within 15 days. The current operator then tests the existing device at the new address within 7 days. If the signal meets -70 dBm in urban areas or -90 dBm in rural areas, nothing changes.
  • If the device doesn’t work there: within 3 days of the test, MoFEPT moves the student to the lot covering the new location (the receiving lot). The switch is made through one of the two options below, at no cost to the student. MoFEPT decides the option from the signal test and device compatibility; Option 1 is used wherever possible, as it is faster and cheaper.
    • Option 1 – Unlock the existing device: the current operator unlocks the student’s existing MiFi device (remotely or at a service centre) within 7 days of IBCC order, so that it works on the receiving lot operator’s network. The receiving operator then issues and activates a new SIM, after biometric verification, within 7 days of the unlock. The student keeps the existing device.
    • Option 2 – Take back and replace the device: where the device cannot be unlocked or does not support the receiving operator’s network, the current operator takes back the existing device. The receiving lot operator issues and activates its own MiFi device and SIM within 15 days of IBCC order. The cost of the new device, at the receiving lot’s Item A rate, is borne by the current operator: MoFEPT deducts it from the current operator’s next invoice (or performance security) and pays it to the receiving operator.
  • Device cost: no device or switch-over charge is paid by the student, the guardian or the Procuring Agency. Under Option 1 there is no device cost; under Option 2 the cost is borne by the current operator.
  • Data: for the months left in the original 12, MoFEPT pays the new operator at that lot’s Item B rate, pro rata. Payment to the old operator stops, and any amount already paid in advance is adjusted against its next invoice.
  • If both lots have the same operator: only the student’s record moves, with no new device and no charge.
  • Limits: a move doesn’t count against the old operator and carries no penalty. The 12 months is not extended. Each student can be moved once, and moves to AJK or Gilgit-Baltistan are handled by MoFEPT separately.

2.8 Data, reporting and integration

  • Upload of the beneficiary activation record to the MoFEPT/ IBCC database or dashboard, in the agreed format, within 48 hours of activation.
  • Monthly report per lot: active SIMs, data usage (average and distribution), inactive SIMs (no usage for 30 days), complaints received and resolved, and device replacements.
  • Read-only dashboard access for MoFEPT and the Third-Party Validation firm.
  • Beneficiary data is used only for this contract and is kept confidential under applicable law.

Brief Description

3. Methodology and Implementation Plan

The work runs in five phases, tied to the Chromebook distribution schedule. Days are counted from contract signing (T). Each bidder submits its own detailed methodology and work plan, which is checked under criterion 17 in Section 5.

  1. Mobilisation (T to T+15 days)
    • Name a Prject Manager and one Lot Coordinator per lot as single points of contact.
    • Agree with MFEPT the data format, dashboard access, branding artwork and distribution schedule.
    • Submit a pre-prduction sample of the branded device and packing for approval.
  2. Pre-delivery inspection (T+15 to T+30 days)
    • Devices are inspected befre dispatch by MoFEPT or its Third-Party Validation firm, on a random sample of at least 1% of each consignment.
    • The inspectin checks the specifications, PTA approval, DIRBS status, branding and packing. If more than 2% of the sample fails, the whole consignment is rejected and replaced.
  3. Distribution, biometric verification and activation (from T+30 days, in batches)
    • The bidder deplys BVS teams at each distribution point on the dates MoFEPT sets.
    • The guardian shall be verified, the SIM shall be issued and activated, and the device is handed ver to beneficiary.
    • The handver record is uploaded to the Telco database and will be shared with MoFEPT/IBCC within 48 hours.
  4. Service delivery and support (12 months from each activation)
    • Cntinuous 4G service at the beneficiary's registered location, with the helpline and replacement service running.
    • Mnthly usage and complaint reports, and a review meeting with MoFEPT every quarter.
  5. Closure (month 11 to month 12 of each batch)
    • SMS ntice to guardians 30 days before the end of service.
    • After End/clsure of each batch final report per lot, and reconciliation of devices, SIMs and payments will be shared with MoFEPT/IBCC.

Payment. The device price is paid after successful activation and verification of the handover record. The data price is paid quarterly in advance, only for SIMs that are active. Payment is on the bidder's invoice, verified by MoFEPT or the Third-Party Validation firm, less any SLA deductions.

4. Service Level Agreements (SLAs)

SLAs are measured per lot, every month or quarter, from the bidder's reports, verified by MoFEPT or the Third-Party Validation firm. Deductions are made from the next payment and are capped at 10% of the lot's contract value. If SLAs are breached for three months in a row, MoFEPT may terminate the lot and forfeit the performance security.
