3. Scope of Services
The successful bidder shall provide the following services:

The vendor shall supply and configure Microsoft Exchange Online Plan 1 licenses within the same tenant (fesco.com.pk), including:
50 GB mailbox per licensed user.
Secure, hosted email services with anti-spam and anti-malware protection.
Calendar, contacts, and email synchronization across devices.
Web-based email access (Outlook on the Web).
High availability and disaster recovery as per Microsoft Service Level Agreements (SLAs).
4. Tenant and Licensing Requirements
All licenses shall be provisioned under the existing Microsoft tenant: fesco.com.pk.
Licenses must be new, genuine, and transferable to the organization.
Licensing shall comply fully with Microsoft licensing policies and regional regulations.
The bidder must be an authorized Microsoft Partner / Reseller.
5. Implementation and Configuration
The vendor shall:
Assign and activate licenses within the existing tenant.
Ensure seamless integration with existing user accounts and domains.
Configure baseline security and compliance settings as per Microsoft best practices.
Provide basic configuration support for email services, if required.
6. Support and Maintenance
Provide technical support during business hours for license activation and service-related issues.
Coordinate with Microsoft Support where escalation is required.
Ensure uninterrupted service availability throughout the contract period.

Following is the guidance for Dispute Resolution
Notwithstanding any reference to the arbitration herein, the parties shall continue to perform their respective obligations under the Contract unless they otherwise agree that the Authority shall pay the Bidder any monies due to the Bidder.
Arbitrator’s fee:
The fee shall be specified in Pak Rupees, as determined by the Arbitrator, which shall be shared equally by both parties.
Appointing Authority for Arbitrator:
By the Mutual Consent or in accordance with the provisions of Arbitration Act, 1940, in case the parties fail to reach a consensus on the name of sole arbitrator, any party may submit an application to the Chief Justice Islamabad High Court for appointment of sole arbitrator. The Chief Justice IHC may appoint a former judge of any High Court or Supreme Court as the sole arbitrator to resolve the dispute between the parties.
Rules of procedure for arbitration proceedings:
Any dispute between the Authority and a Bidder who is a national of the Islamic Republic of Pakistan arising in connection with the present Contract shall be referred to adjudication or arbitration in accordance with the laws of the Islamic Republic of Pakistan including Arbitration Act 1940, however above provision shall prevail in referring the case to the Arbitrator.
