Specifications / Requirements:
1 Based on record/documentary evidence submitted by bidders, each bidder shall be evaluated as per Evaluation Criteria and minimum 70% marks are required to qualify.. 2. Financial Bids of only qualified bidders (as per above criteria) will be opened and Financially lowest bidder shall be considered for award of contract. 3. If two or more bidders quote same price in financial proposal, then contract will be awarded to one with highest marks in numerical evaluation placed at Annex-A. 4. Salaries, perks, privileges and work hours of guards will be governed strictly according to Government's rules/regulations. 5. Payment to successful bidder/ contractor shall be linked with active taxpayer status. If contractor is not in ATL, no payment shall be made until bidder appears on ATL of FBR and relevant revenue authority. In this regard, reference is made to Regulation 2 of Eligible Bidders (Tax Compliance) Regulations, 2015 of PPRA. 6. Security Company shall submit its invoice in accordance with rates/charges specified in Annex-B, as per financial proposal and PTA agrees to make payment under each invoice during years of currency of Agreement by 10th of each month after receipt of such invoice subject to compliance of all relevant clauses of this agreement and bidding documents including but not limited to provision of evidence of compulsory remittance of Employees Old-Age Benefit Institution (EOBI) and Provincial Employees Social Security Institution ESSI. 7. Company will be responsible to get each guard medically examined by a Registered Medical Practitioner and provide Medical Fitness Certificate. Similarly, company shall provide Character Certificate (endorsed by local Police Station) of each guard with verified antecedents. 8. Guards provided by company should not be less than 25 years and not more than 55 years of age. Bulky/overweight persons will not be accepted. Guards should be trained and capable enough to handle situations including but not limited to bomb blasts, earthquakes, calamities and fire breakout etc. 9. Each guard shall perform duty on an average of 8 hours per day during a month. 10. Company shall provide a Hand-held Metal Detector and a Vehicle Search Mirror at specified location(s) given at clause 1 above. 11. Successful bidder will have to provide either ex-Servicemen or young energetic and trained civilian fully equipped and conversant with security performance and other requirements as mentioned in security agreement. 12. Availability of additional guards (if so required) will be ensured within 24 hours of written request made by PTA. 13. A combined proposal for 5 years will be accepted.Security Company will be fully responsible to provide satisfactory security services at PTA office and it will ensure that;
Guards deployed are energetic, smart, literate and healthy, (ex-servicemen/civilian) with complete uniform and they are fully conversant with security principles. Deployment of Security Guards will be at sensitive installations of PTA and its allied offices, and deployment of security guards will be in consultation with security in-charge of PTA. Guards and Supervisors provided by company should not be less than 25 years and not more than 55 years of age. Bulky/overweight persons will not be accepted.

Company including any actions with respect to alleged discrimination of other employment practices is sole responsibility of Security Company subject to what has been agreed in this agreement.
In consideration of the services rendered by the Security Company, PTA shall pay the Security Company the charges specified in the financial proposal under this Agreement, subject to the complete satisfaction of PTA.
All amounts paid to Security Company as per Clause 5.1 shall be inclusive of all taxes, levies, duties, and any other deductions related thereto etc. and are acknowledged by Security Company to be adequate and sufficient consideration for rendition of Services by Security Company.
All payments to be made by PTA to Security Company shall be subject to such deductions and withholding as applicable under law for time being in force as are required by prevailing laws which shall be to account of Security Company.
Security Company shall be responsible to pay all taxes required under prevailing laws and for any necessary withholding of taxes from salaries of employees of Security Company. PTA will not pay any additional amount during contract period not specified herein.
Security Company shall submit its invoice in accordance with rates/charges specified agreed rates hereto and PTA agrees to make payment under each invoice during five (5) years of Agreement by 15th of each month after receipt of such invoice subject to compliance of all relevant clauses of this agreement and bidding documents including but not limited to provision of satisfactory performance.
PTA shall not be responsible in any manner to pay either in cash or in kind to other than amount of salary agreed upon in Agreement for total deployed guards agreed to be employed. Monthly wages of guards will not be less than minimum wages fixed by Federal Government of Pakistan or Government of Gilgit Baltistan, from time to time and will be ensured by the security company. Any violation at any stage in this regard will render Security Company ineligible to work with PTA and termination of Agreement
Security Company shall be solely responsible for all payments, liabilities and all other obligations of whatsoever nature pertaining to its staff/workers/guards that shall be deputed for Services at PTA or may be specified from time to time.
Security Company shall be bound to have its staff/employees/guards insured/registered against any and all applicable institutions including Employees Old Age-benefits Institution (EOBI), PESSI or any other government schemes under any other law without owning responsibility to PTA. Security Company, in addition to above, undertakes to fully indemnify and hold harmless PTA against any claims, losses, damages, or expenses in relation to injury or death to any persons or loss or damage to property arising out of performance of Services hereunder.
Any additional time/hours of duty which may be treated as per law as overtime shall not be paid by PTA, however, it shall be sole duty of Security Company.
PTA shall not be responsible for any additional payment to Security Company on any account for whatsoever reasons, including overtime payment.

Liquidated Damages

Following is the guidance for Dispute Resolution
Notwithstanding any reference to the arbitration herein, the parties shall continue to perform their respective obligations under the Contract unless they otherwise agree that the Authority shall pay the Bidder any monies due to the Bidder.
Arbitrator’s fee:
The fee shall be specified in Pak Rupees, as determined by the Arbitrator, which shall be shared equally by both parties.
Appointing Authority for Arbitrator:
By the Mutual Consent or in accordance with the provisions of Arbitration Act, 1940, in case the parties fail to reach a consensus on the name of sole arbitrator, any party may submit an application to the Chief Justice Islamabad High Court for appointment of sole arbitrator. The Chief Justice IHC may appoint a former judge of any High Court or Supreme Court as the sole arbitrator to resolve the dispute between the parties.
Rules of procedure for arbitration proceedings:
Any dispute between the Authority and a Bidder who is a national of the Islamic Republic of Pakistan arising in connection with the present Contract shall be referred to adjudication or arbitration in accordance with the laws of the Islamic Republic of Pakistan including Arbitration Act 1940, however above provision shall prevail in referring the case to the Arbitrator.
Place of Arbitration and Award:
The arbitration shall be conducted in English language and place of arbitration shall be at Islamabad. The award of the arbitrator shall be final and shall be binding on the parties.

The Bidders must Enter Total 5 Year consolidated Amount in theri financial proposals calcualted on attached format. GST seperately must not be shown. The payment of GST is responsibility of vendor and be treated as per GOP.
Must provide copy of oldest contract/awarded letter/Work Order etc. issued by client to claim marks.
Good Performance Certificates issued by Major Clients (Multinational Corporations/Govt. Organizations/ Embassies / Banks/ 5- Star Hotels etc.)
