| The Technical Evaluation Committee shall evaluate the bids strictly in accordance with the prescribed Technical Evaluation Criteria and the documentary evidence submitted by the bidders. Only those bidders obtaining a minimum of 70% of the total technical marks shall be declared technically responsive and shall qualify for the opening of the Financial Proposal. The Procuring Agency reserves the right to verify the authenticity of any information, documents, certificates, and experience claimed by the bidders at any stage of the procurement process. Any false, forged, misleading, or incomplete information shall render the bidder liable to disqualification and any other action as permissible under the applicable procurement laws and rules. The decision of the Technical Evaluation Committee, duly approved by the Competent Authority, shall be final and binding in all matters relating to the technical evaluation.
