Scope of Services for the year 2026-27 & 2027-28
1 - Medical Insurance:
a) General:
Medical care facilities shall be available to all confirmed employees (and family members) who completed their probation period of the Fund. Services of an Insurance Company are intended to be hired who shall be having a panel of major hospitals in all the provinces and federal capital in Pakistan for providing health insurance to the employees and their family members, of the Fund.Â
b) Indoor Treatment Including Hospitalization:
This will cover all types of major ailments and physical injuries including pre- existing, to an employee or his/her family members requiring treatment through admission and stay in the hospitals or prolonged preventive Medicare under advice by the specialist. Dental treatment requiring hospitalization shall also be included in this category. Such treatment shall also include hospitalization of less than 24 hours if required for carrying out diagnostic tests, treatment or minor surgery.
Health insurance shall include the following benefits;
c)Â Dental Treatment:
This will include treatment of all types of dental ailments except provision of dentures, braces, cosmetic scaling and orthodental treatment, tooth implants, gold/silver crown/bridges and gold inlays. Dental treatment can be availed from any Medical and Dental Care Unit that will be on the panel of the Insurance Company.
2 - Reimbursable Medical Attention And Treatment:
Every Employee and his/her Family members shall be entitled to Medical Attention and treatment if such Medical Attention or treatment is essential.
3 - Enrolment Of Approved Hospitals:
The Fund and the Insurer may approve any hospital, clinic, maternity home, pathological laboratory, radiological laboratory or any other institution for Medical Attention and treatment of, and any medical store for supply of medicines to the Employee and Family members, with mutual consent/ agreement.
4 - Removal Of Approved Hospital From The Approved Panel:
The Insurer (in consultation with the Fund) shall terminate arrangements made with any hospital, clinic, maternity home or other institutions for Medical Attention and treatment of Fund’s Employees and their Families, if Fund reports any unsatisfactory services of any entity.

An Employee on tour to a place where there is no approved Hospital may arrange for Medical Attention and treatment from any registered medical practitioner or in any hospital at that place and, on production in original of the prescriptions, invoices with receipts for payment and cash memos, may claim reimbursement of expenses on such Medical Attention and treatment. Such reimbursements shall be covered by the Insurance Company in its Medical/Health Insurance Policy.
7 - Medical Attention During Leave:
An Employee on leave or his/her Family visiting a place where there is no approved Hospital may arrange for Medical Attention and treatment from any hospital at that place and, on production in original of the prescriptions, invoices with receipts for payment and cash memos, may claim reimbursement of expenses on such Medical Attention and treatment. Such reimbursements shall be covered by the Insurance Company in its Medical/Health Insurance Policy.
8 - Reimbursement Of Medical Expenses In Emergency Cases/ Medical Attention during visit/Leave:
All medical emergencies shall be managed in Fund’s medical cover procedures. It will be built in the insurance cover that such reimbursements could be covered by the Insurance Company.
8.1Â Â Claims for reimbursement of cost of medicines prescribed by an Approved Hospital for treatment during hospitalization but not available with the Approved Hospital, shall be entertained only when accompanied by:
8.2Â Â In cases of treatment of patients at places other than the place of posting of the Employee, treatment only from well reputed hospitals shall be received.
8.3Â Â Insurer shall reimburse the expenses which an employee and or his/her dependents, shall incur against emergency cases or medical attention during visits / leaves for acquiring health services from other than the panel hospitals, clinic, maternity home or other institutions.
8.4  All such claims shall be settled within 12 days of their receipt at Insurer’s office at Islamabad /Rawalpindi.
9 -Â Limits:
There will be only one category of Employees’ Health Insurance. The annual health insurance benefit for each employee shall be as follows, which is however, subject to revision by the Fund as and when deemed appropriate. In such case, Insurer shall be consulted as if the revision could impact the policy premiums.

It will also cover prenatal nine month & postnatal 30 days, Child Birth, Complicated delivery, Legal Abortion and Miscarriages.

12. Exceptional Medical Coverage Beyond Individual Limit:
Under extenuating circumstances, where an insured employee’s or dependent’s approved medical coverage limit has been fully exhausted, the Company may, at its sole discretion, authorize payment or reimbursement of medical expenses over and above the prescribed limit. Such excess amount shall be paid by the insurer on behalf of the Company, provided that the actual amount is billed to and recovered from the Company at the time of premium payment or adjustment. This facility shall be granted strictly on a case-to-case basis, shall not constitute a precedent or entitlement, and shall require prior special approval and written authorization of the Chief Executive Officer (CEO), NDRMF.
13. Dependents:
Dependents are hereby defined for the purpose of submission of medical claims as Wife/Husband, unmarried children upto the age of twenty-five (25) years and the parents of the employee. Female employees whether married or unmarried are also entitled to claim reimbursement of claims for her parents. A declaration form shall be prescribed and made available.
14. Pre-Existing Disease:
Pre-existing diseases of employees as well as their dependents (spouse children and parents) shall be covered.

Following is the guidance for Dispute Resolution
Notwithstanding any reference to the arbitration herein, the parties shall continue to perform their respective obligations under the Contract unless they otherwise agree that the Authority shall pay the Bidder any monies due to the Bidder. Arbitrator’s fee: The fee shall be specified in Pak Rupees, as determined by the Arbitrator, which shall be shared equally by both parties. Appointing Authority for Arbitrator: By the Mutual Consent or in accordance with the provisions of Arbitration Act, 1940, in case the parties fail to reach a consensus on the name of sole arbitrator, any party may submit an application to the Chief Justice Islamabad High Court for appointment of sole arbitrator. The Chief Justice IHC may appoint a former judge of any High Court or Supreme Court as the sole arbitrator to resolve the dispute between the parties. Rules of procedure for arbitration proceedings: Any dispute between the Authority and a Bidder who is a national of the Islamic Republic of Pakistan arising in connection with the present Contract shall be referred to adjudication or arbitration in accordance with the laws of the Islamic Republic of Pakistan including Arbitration Act 1940, however above provision shall prevail in referring the case to the Arbitrator. Place of Arbitration and Award: The arbitration shall be conducted in English language and place of arbitration shall be at Islamabad. The award of the arbitrator shall be final and shall be binding on the parties. |

[Name of Supplier] accepts full responsibility and strict liability for making and false declaration, not making full disclosure, misrepresenting fact or taking any action likely to defeat the purpose of this declaration, representation and warranty.
