Specifications / Requirements:
A. Internet Connectivity Services The qualifying bidder shall deliver the following, working closely with the Network & Infrastructure Department of PRAL: • PRAL requires robust and reliable CIR (Committed Information Rate) internet connectivity via dedicated fiber last mile at PRAL HQ Office, Sector I-9/3, Islamabad, serving approximately 500 users. • The bidder must provide IP bandwidth on a redundant IP backbone (SMW-3, SMW-4, TW1 or PEACE etc.). Bidders are required to submit information about which submarine cables are used as primary and backup upstream. • The bidder must have at least two upstream service providers so that in case of failure at one upstream, services can be shifted to another available upstream without any congestion. • The bidder must be a licensed telecom operator in Pakistan with an established and fully operational network infrastructure, including local technical support and dedicated last-mile connectivity capability within Islamabad/Rawalpindi. The bidder shall remain fully responsible for end-to-end service delivery and fault management. • Initially PRAL requires 100 Mbps CIR bandwidth, but PRAL reserves the right to change the bandwidth as per business requirements during the contract period. Bidders are required to quote bandwidth slab rates (table enclosed). • Whenever bandwidth is increased or decreased, the bill will be charged on a prorated basis at the quoted slab rates. No addendum to the SLA will be required for this purpose. In case of congestion of bandwidth is observed, PRAL management reserves the right to impose a penalty based on the verified report of the technical team. • The bidder must provide written evidence that bandwidth is not congested over the acquisitioned link. • All fiber optic termination/configuration equipment required (ODF, ONT, SFPs) shall be the bidder’s responsibility. The solution must be on a turn-key basis including ISP hardware equipment, media acquisition, installation/integration/configuration/commissioning and services. • The bidder shall be responsible for all civil work related to installation of fiber optics, cabling of data, grounding, earthing, and channeling. The bidder will be responsible for the quality of the work and shall assume full responsibility in case of damage to PRAL building and/or property while carrying out the same. • The bidder is required to grant access to the NMS (PRTG, MRTG etc.) portal for daily bandwidth monitoring and traffic graphs with detailed insight of traffic on an hourly, daily, weekly, monthly and yearly basis. • All PTA or other licenses required will be the sole responsibility of the bidder. • Local support must be available 24x7x365 with response time less than 1 hour, counted from fault reporting time to arrival/response of the respective engineer. • The bidder must have its own help desk/ticketing system, help line numbers, and a technical Key Account Manager/Focal Person, with office, mobile and email contacts for immediate escalation. Backup resource contacts must also be provided in case of absence or leave of the primary resource. • In case of any hardware failure, backup equipment must be available. Faulty devices must be replaced within the next business day from complaint escalation. • The bidder is required to provide 99.9% uptime, any reduction in uptime will be deducted from MRC as per the penalty clauses accordingly. • The service provider shall provide a minimum of 72 hours' prior written notice before carrying out any planned maintenance that may affect the Internet service. Notwithstanding any reference to the arbitration herein, the parties shall continue to perform their respective obligations under the Contract unless they otherwise agree that the Authority shall pay the Bidder any monies due to the Bidder.

Appointing Authority for Arbitrator:
By the Mutual Consent or in accordance with the provisions of Arbitration Act, 1940, in case the parties fail to reach a consensus on the name of sole arbitrator, any party may submit an application to the Chief Justice Islamabad High Court for appointment of sole arbitrator. The Chief Justice IHC may appoint a former judge of any High Court or Supreme Court as the sole arbitrator to resolve the dispute between the parties.

Any dispute between the Authority and a Bidder who is a national of the Islamic Republic of Pakistan arising in connection with the present Contract shall be referred to adjudication or arbitration in accordance with the laws of the Islamic Republic of Pakistan including Arbitration Act 1940, however above provision shall prevail in referring the case to the Arbitrator.
