SCOPE OF WORK:
Comsats University Islamabad, Lahore Campus has planned to install 990 KWp PV solar power plant at it its campus. Rooftops of Blocks A, B, C, D and Architecture and parking lot opposite mosque will be used for the installation of PV panels of at least 700 W each. Panels at the parking lot will be installed in a configuration that will provide shade for cars also.
A general design of the system has been annexed with the bidding/tender documents to help the bidders. The design has been done assuming 10 solar inverters of 100 KVA each, while the bidder can quote its inverter with 100 KVA or more capacity each, which may result in a number of inverters less than 10 if the used inverter has higher capacity than 100 KVA. Similarly other items which are proposed to be 10 in number according to employer’s assumed design, will be lesser consequently.
A single stage two envelope bidding procedure is adopted for this procurement, which means that the bidder gas to submit its technical and financial bid. Financial bid envelope of only the bidders qualifying the mandatory criteria will be opened.
A mandatory pre-bid meeting will be called for all the bidders to clarify if any ambiguities are left. All bidders are required to submit OEM letters giving channel authorization and coverage of warranty of their provided equipment including and not limited to PV solar panels, inverters, PFI plants, PV-Genset synchronizers, cables, circuit breakers, SPDs, etc. The contractor will explain with clarity all the processes through which the warranty claims will be managed after the retention money has been released, as the warranty periods for PV solar panels and inverters are longer than this time.
Successful bidder will be required to complete all installations and commissioning within 90 days of the official go-ahead from CUI Lahore. The contractor will be required to install the structure on roof tops and parking lots as per the design proposed or will submit a design capable of withstanding 150 Km/hr windspeed for 25 years. An inverter room for parking lot and appropriate places in the mentioned buildings where rooftop installation of PV panels is planned, will be used by the contractor to install the inverters, PFI plants, Genset-PV plant synchronizers, circuit breakers, SPDs etc. Contractor will install all the equipment according to procedures acceptable to Pakistan Engineering Council and best industry practices. All cables will be laid and terminated with proper lacing, cable ties and appropriate thimbles as per best industry practices.
Once the system is installed and commissioned, it will be integrated with power grid while complying with all the requirements of distribution companies and regulatory authorities.
Geen meter/two-way meter with all relevant permissions, licenses, approvals for net metering/net billing as per requirement will be arranged by the contractor. Defect liability period is set as two years. O&M of the whole plant will be managed by the contractor for 6 months after completion of complete system installation and commissioning.
Contractor is required to provide training on the installed system to five nominees of CUI Lahore after installation and commissioning is complete.
Power factor improvement plants to improve the present PF of 0.8 to 0.95 by using appropriate plants for the given 990 KW load will be provided according to actual requirement at that time, installed and commissioned by the contractor. Genset-PV plant synchronization equipment will be provided, installed and commissioned by the contractor.
The system will be monitored remotely as well as through local systems, to ensure proper working and fault localization in the event of faults. To ensure this, two LED screens and two computer systems will be provided by the contractor.
